Museum records consistently refer to Upper Klamath River tribe and that would be the Karuk, upriver people. This mat does seem very much Karuk with the dominance of the reddish brown field. This tray is a style often termed "gambling tray," used to hold wagers made in gambling. Brian Bibby's books on basketry in California show several of these kinds of trays.
